The pledge service and commemorative service for the 17th Chil Il Jeol began at 8 a.m. on July 1 at the main hall of the Cheon Jeong Gung. Over 1500 participants were there that day including heads of providential organizations and companies, regional presidents, national messiahs, members from Korea and abroad and other invited guests.

This was the first day in starting the second half of the seventh year of Cheon Il Guk on the foundation of the "Proclamation Rallies for the Advent of a New Universal Civilization of Peace" and the "1st anniversary of True Parents entrance into Cheon Jeong Gung and the coronation of the king and queen of peace" through which Father emphasized anew the providential significance and meaning of the Family Pledge.

Rev. Chung Hwan Kwak was the emcee for the day's ceremony. He guided the members of the True Family and all the participants in offering a bow to God and True Parents, and then in the recital of the Family Pledge.

Rev. Kwak explained the background of how this Holy Day came to be saying "Chil Il Jeol, or the Declaration Day of God's Eternal Blessings, was first celebrated at 7:00 a.m. July 1, 1991 at True Parents' official residence in Hannamdong with over 200 participants that included heads of providential organizations, Korean church leaders, representatives of blessed families in Korea, representatives from the church in Japan and in America." "On this day, True Parents instructed that the first day of July should be observed as a Holy Day and that all blessed families should submit applications for becoming a tribal messiah and actively engage in activities for restoring their tribe."

Rev. Kwak then read a part of the address True Father gave on July 1, 1991 and further explained about the providential significance and meaning of Chil Il Jeol.

In the address this day, True Father placed great emphasis on the blessing and that the blessing was one of the responsibilities of the children who are to become God's prince and princess. He spoke for about fifty minutes and ended his speech saying "The liberating blessings have come to us on the occasion of Chil Il Jeol in the seventh year of Cheon Il Guk in the providential jubilee. I hope that you all can become sons and daughters who can be grateful and bow before this blessing and that this day may be a time for making a new resolution."

The program ended with three cheers of eog-mansei by Rev. Sun Jo Hwang.
