Dear Leaders,

We are forwarding to you this important message from Rev. Kwak at the World Mission Department (HSA-UWC) in Seoul, with Father's recent directions from the World Leaders' Meeting held right after the 360 Million Couple Blessing. We have the original message in Korean, and have sent it to your National Messiahs.

I send you my heartfelt congratulations on the success of the Blessing of 360 Million Couples, and thank the leaders and members of each nation for the efforts they contributed. True Parents were very happy, and proclaimed that the victory of the 360 Million Couples Blessing is one of historical significance.

WCSF '99 (World Culture and Sports Festival 1999) was a great success. The Special Convocation, with its theme "Family Ethics and World Peace", hosted at Seoul's Hotel Lotte, was attended by more than four hundred religious, political and academic leaders from all over the world. Most notable was the establishment, on February 6, of the Inter-religious and International Federation for World Peace. True Parents presided over the main ceremony for the International Blessing of 360 Million Couples, which was held in grand style at the Seoul Olympic Main Stadium. One hundred fifty thousand participants and guests were in attendance, with still more unable to find even standing room in the main amphitheater. I know that many of you will have attended this great Blessing ceremony through satellite relay or the Internet in countries around the world. True Parents also held a conference for world leaders on February 8 and 9. They shared new words of guidance and gave new directions, the most essential of which are as follows:

The tribal messiah is the king of his family.

When your sincere effort is offered up and received by Heaven, there is nothing you cannot accomplish.

From now on, we must hold rallies in the villages, day and night, for True Parents, True Family and True Blood Lineage.

Through witnessing, you must win over your relatives and enter the realm of the Blessing.

The national messiahs must move to their mission countries.

In every country there must be grass roots community activity and pure love rallies centering on 12 representative cities. Go beyond your limits!

Family First, Nation First, World First, Universe First.

Blessed Couples should restore 180 families from among their relatives and bless them. These blessed couples will become High Priest families. The high priest family is the head of the tribe and has jurisdiction.

Each nation should send at least ten students to the University of Bridgeport.

In line with True Parent's speaking tour, each nation should establish the Inter-religious and International Federation for World Peace.

1. The Blessing of 400 Million Single Men and Women

(1) Each couple who received the blessing should bless three other couples.

(2) Members must do Hoon Dok Hae

(3) Blessed couples should complete the Ideal Family Education workshop (forty days in Jardim, Brazil)

(4) Pantanal World Convention

(5) Establishment of embassies having a spiritual orientation

(6) Establishment of newspaper publishing companies, universities and banks

(7) Solution of the problem of human hunger

(8) Connecting with the United Nations opening session in September

(9) Operating hobby industry

2. The Inter-religious and International Federation for World Peace

(1) For armament with True Parents' thought

(2) Unifying the national spirit by drawing all religions together

(3) All organizations: Global Aspiration for a Unified World of Peace

(4) Upper House to Engage in Practical Service

(5) Realization of Heaven on Earth

(6) Establishment of world media, educational and financial organizations
